It means that love cannot be forced. You can’t bend it to follow your will or do what you want. Instead, it’s usually the opposite: when you truly fall in love, (it doesn’t necessarily have to be a person, it can be a dream) you’ll find yourself running after it instead, going wherever it leads you :)
