I would adress this problem by talking to him/her, and letting them explain why they're not cooperating and why are they complianing, and i would pay attention to those who are uncooperative or those who have problems and i would also ask their opinion. if they still dont stop and continue to be lazy and not help out, i would probably tell the teacher if they dont help, contribute or join.
