Yes, many moral systems have some common features - the Golden Rule is often brought up. However, beliefs in this ‘true morality’ typically go far beyond the Golden Rule. And even the Golden Rule is not accepted by 100% of people. And they certainly don’t apply it universally to all beings. Also popularity does not equal objective truth.

The meaning of morality does change over time. But there is no single, unique view of morality that is ‘true’ in a special way (not one that can be demonstrated anyway). There are only, various, generally accepted standards of morality which change over time.
