Boracay is one of the country's major tourist destinations. Boracay had two million tourists in 2017 which accounts for 34 percent of Western Visayas' 5.8 million tourist arrivals. At least 19,031 are employed to work on the island. And as tourism massively increased there, it seemed that the preservation of the natural environment and resources was compromised.

To resolve the worsening of sewage conditions in Boracay, President Rodrigo Duterte called the island of Boracay a "cesspool" and announced plans to close the island to tourists and conduct rehabilitation on the island.

As part of the government's efforts to rehabilitate and redevelop the island, the island of Boracay was temporarily closed to the general public on April 26, 2018.

There were many changes in the famous tourist destination. Few establishments were shutdown permanently and lots of labor force went unemployed. To ensure the island’s capacity is not exceeded, a maximum of 19,000 tourists and 15,000 workers has been imposed. There are also strict environmental accreditation procedures in place for hotels and resorts.

However, the rehabilitation also brought many positive effects. Boracay has become the model for sustainable tourism.

The success of the rehabilitation programme has potentially established a culture of environmentally conscious tourism across the country.  The temporary closure of Boracay was an eye-opener to other destinations to continue promoting and encouraging sustainable practices and the rehabilitation of over-saturated areas.  Its closure was also able to showcase new destinations in the different islands of the country.
