maybe it just depends on your pity rn and interwind fate..although having more pulls can also help... if u have her artifacts, etc. also if u are that prepared then u must have enough mora to get noelle :) though pretty lucky if noelle appears in an 30x pull. Though I may be late to answer this question since her banner is already gone, u may have to wait for her re-roll for her next banner. I bless u good luck in pulling for her next re-roll ^^
