Comment on the wisdom of the passage of the Party-list System Act (Republic Act No. 7941) which was originally enacted to promote the welfare of the marginalized or underrepresented community sectors or groups, including labor, peasant, urban poor, indigenous culture, women, youth, LGBTQ, and other sectors.​
