If you had a chance to make a prison, would you like them to feel comfortable for rehabilitation or make them go in one room dark, silver and bar windows, an exposed toilet and a bed as a punishment

As recent studies show Norway has a re-offending rate of 20% due to it's comfortable prisons like Halden and Skijan with Private Bathrooms, A Kitchen, and TV's

This is your own choice.. so what is it gonna be? Punish or Rehabilitation

Note: this is my own question, there are no subjects but i just want your answer or opinion​
