because if you stepped on a toy on the floor / stairs it would likely lead to a accident like you hit your head on the floor because you tripped on toy which is quite painful if you ask me.
for me, I will put away my toy after playing so that my mama will not be disturbed and to avoid accidents as well, and we will learn that when we put away our clutter, we can't.
