Because a Parallel circuit still has a wire or electrons flowing through the other bulb even though the other bulb burns out.
unlike a series circuit when a bulb pops out the whole circuit wont light up because it needs the bulb next to it to light before the next one lights up too.
Example of a series circuit is a Christmas light, If one pops the whole bulb wont light
