It depends on age and whether they've been put in institutions because of neglect mental health problems are homeless or through bad behaviour or crime. Sometimes these places are a haven of peace and care after years of abuse and/or neglect and deprivation In other cases where its crime or behaviour related it may teach people how not to behave badly. I don't think there are any where abuse takes place and I sincerely hope not in this day and age although it was prevalent last century. The trouble with institutions is you dont receive love but there is kindness and understanding. To some its a job and they work to live. To others its a vocation and they live to work.
