  1. Ask him/her what is he/she doing privately and tell him/her that whatever the reason might be it is wrong for him/her to do that. And I will surely stop him/her for doing it, I will give him/her a chance, what are friends for? But yeah of course there is a limitation.

If I'm in a situation wherein I saw one of my friends getting something from the teacher's drawer without permission, I will simply confront my friend first. I will tell him what I saw and ask him questions about it. I would ask him why he did it, what did he get, and many more. My next decision will depend on the weight of what he did. If he truthfully answered, I will tell him to come clean and apologize to our teacher himself. If he keeps on justifying his action, I'd report it to the teacher.
